Why is this Mayor chosen via town counsel versus a general election?

Great, now stop development of the Danville Hotel complex that was purposefully allowed to dilapidate so that development would be more attractive! around 10 years ago I recall a news story about the complex needing some moderate work and the owner stating they didn't want to put the effort into fixing it up, they wanted to develop the site. So they just did nothing for 10 years to make it really bad and change the public's opinion. I think the City should stipulate that anything going into that location should look similar to what has existed there for the last 50 years!!
